Disconnect any controller or other input hardware you might have > reboot > test.

LOL - you beat me to it.
I came back to say I unplugged a joystick and restarted ME:LE, it was willing to talk to my keyboard and mouse. That's an ugly bit of coding there on somebody's part, and no option to use anything else.
I don't own a gamepad, but the joystick is a Logitech Extreme3D Pro.
Edit - reboot was not required.
