We are talking about the MELE here, right?
I pre-ordered the digital deluxe edition of ME3. So I had all the stuff. Everything is there in my old saves, but if I start a new game. Its gone.
Did you tried to repair the game?
(Origin > Game Library > right click ME3 > Repair / in Steam > right click at MEA > Properties > Local Files > Verify integrity of game cache)
(Steam > right click at ME3 > Properties > Local Files > Verify integrity of game cache.)Its a fresh installation.
It still could be a problem with the game files.
