They are not free of charge, just free to download for people that own them on a disc installation.
So they won't verify either in your case.
You are sure you're logged in with the same account you bought the DLCs with?
It was a while ago that i bought them but i'm fairly certain it's the same account
- @holger1405 After all this time it was using my old hotmail account, i'm guessing there is no way to transfer that account is there?

I'm having the same problem and have tried all of the instructions you listed without the problem being solved. I know that I have the same email address, I bought it on June 20th 2020 via Steam, I was never able to redeem anything on the first computer I tried it on. I believe I have the same DLC. It came with the Digital Deluxe Cerberus, Game, and Promo Key. I don't know what to do, help.
You can log on to the EA server in game? (At the start screen.)
Yes, I log on and then go to put in the key and it says it lost connection.
The key is the Cerberus network key?
Do you get a actual DLCs couldn't get verified message?
The keys I got from steam say:
Mass effect 2: Digital Deluxe Promo Key
Mass Effect 2: Digital Deluxe Cerberus Key
Mass Effect 2: Digital Deluxe Game Key
I get this message when I open the game before the main menu pops up:
" Error
Communication with the mass effect 2 server was interrupted or has timed out. Please try again later."
I click on the cerberus network and log into my EA account with no problems, the network key input opens up and no matter what I put in (any of my keys or even just the number 1) I get the exact same error message about the network.
I feel a bit stupid but I've finally solved it...
