Could be interference from another program. I used to have similar issues with the AVG virus scanner, which is why I switched to Avast.

If you have a virus scanner running, make sure it's set to silent gaming mode (if it has that option). Alternatively, disable the virus scanner temporarily to see if that fixes the issue.
