Erhm... with regards to your picture, you must actually have been experiencing a bug, there is zero radiation in that settlement thanks to the atmospheric pylons surrounding the place, so Clancy will be perfectly fine, you however might be in trouble as it would seem someone onboard the Tempest is trying to off you by sabotaging your suit's air supply 😃

It's no bug. At the ruined settlements they have these things around them that make them safe zones but where he is, you're outside the barrier.

It's no bug. At the ruined settlements they have these things around them that make them safe zones but where he is, you're outside the barrier.
