Just be careful lol... If you want to be with PeeBee for real, dont take her offer for a quick bang you wont get to the end... Think she will consider you "been there done that", like the milky way lol... Anyway there's nothing to see just hear some giggles so really no point... To have more you need to tell her I want strings. Cora's a little sensitive so if you flirt too much with someone else, she will say something along the line of "So.... PeeBee huh... Well it's none of my business..." when that happens, I think you are done, you cant flirt with her anymore. Not sure about Vetra, never pursued that cause there's no porn at the end lolol...
I believe with Cora it is the "garden" thing on Eos that is the turning point (to kiss or not to kiss). After loyalty done naturally, which I think is the case for all romances.

after the loyalty mission with cora, you will need to continue with the main missions until she invites you to eos, her garden project. then I think it's another main task before you get some love... For PeeBee think she will tackle you in the conference room full-mount you like when you first met. nothing after that until later when you call her into your room.
The final romance scenes are closer to the end, so think you need to deal with the salarian ark then the first meridian.
Correct me if I'm wrong but didn't some the pre-release information on the romance mechanic state you could casually flirt with any squad member you wanted and there was a different dialogue option if you wanted a more serious relationship (don't remember were I read this).
