With regard to the most obvious hetero relationship for Sara, I actually wiped my saves and started over after seeing Jaal's reaction to getting rejected.

I can't even imagine his face and voice when being rejected. In my second playthrough as Sara I avoided everything which should have lead to flirting, just to avoid to reject him.
It's ok not to romance him, but not ok to break his heart!
Yeah, even as a hetero male, I too don't want to see Jaal's heart broken, and I'll curse someone with nightmares with a James Vega with Cora's hair for the rest of their lives if one dares. I feel like Jaal is a puppy, not a pet, but a puppy.

You're pretty close to the mark in terms of how he reacts.
The thing is, I wasn't actively pursuing a romance with him either. So if Sara Ryder doesn't make the first move, he will.
