A bit.
You never get to see one, but it is implied it is a whale like creature in the oceans under the ice. Not remnant for sure as they are poaching them for food.
As far as the sound goes, it does sound like a whale song, but not directly confirmed it is the creature making it.

I don't remember them being killed for food. I remember them being killed for science so that an enzyme could be developed to recover faster from Kett weapon related injuries.
You can see them... sort of, under the ice at the base.
Regardless, my confusion is that they state that they can't confirm what they are due to an inability to reach them, but people are clearly reaching them.

You said both, so what am I missing/not understanding that will help this make more sense?
Jaal not being able to make a decision on this kind of makes sense to me. He's emotional and on one hand the yevara are treasured by his people... however, killing them might help to save his people. Jaal (and I'd suspect many of us) wouldn't want to be the one to make that call.
I just wonder if I am missing something that explains why they can't get to them but poachers can and how the song can only be heard via recording when I am pretty sure that is what we're hearing outside the base and through the ice.

You can both hear and see them. I suppose you could rationalize it by saying your SAM induced enhancements are allowing it where Angara cannot, but the scientist-pirates can clearly reach them.
Jaal not giving an opinion and passing the buck might make more sense if it was later in the game - when I hit the quest I was still the untrusted alien and he still was unsure he wasn't going to have to kill me in my sleep yet.

That's good. Sad that I don't think they (BioWare) thought of that but this would be a good explanation for that aspect. The other thing, yeah. Seems like a bit of a hole.
I mean these researchers are aware of the yevara being killed so they would know there had to be a way to get to them.

You do get to see them though - albeit not clearly. Angry Joes revies had the same complaint and I rolled my eyes - if you look at the ice in that general area, you can see them swimming by in the water.
They look like giant squids dotted with lights - of course it's hard to make out more than that because of the ice. But still, you CAN see them.
