@p3321355 Lair of the Shadow Broker was/is a DLC for Mass Effect 2 original release. It means only the players who purchase and play the DLC have access to Stasis to begin with ("always available" just doesn't fit). Liara doesn't join your squad, you are assisting in her mission to take down the big ugly thing.
Even so, the bonus skills are, like I said, a reward for completing the loyalty missions for your crew. That alone does not include Liara no matter if you do or not the DLC.

@sweetpoison0011 Still not making any sense to me. By your logic, why didn't the devs remove Flare, Lash, & Dominate as bonus talents in ME3:Leg? After all, by your argument, bonus talents are supposed to be a reward for completing the personal conversations with your crew.
I still do not understand why the devs would have intentionally removed a feature/player choice that was present in og ME2. (I still think it's an oversight.)

Yeah, it's pretty obvious that Stasis should be a bonus talent in the Legendary Edition of ME2.
The achievement that specifically granted the bonus talent--Catching Up--was removed in the Legendary Edition along with a couple of other important achievements (Prothean Expert & The Ultimate Sacrifice). This oversight is probably why Stasis is currently missing from ME2.
The Legendary Edition has a hard time with perks granted by achievements & trophies, especially on Xbox where the latest patch completely glitched out Advanced Training in ME2.
