Steam Overlay and Steam Input Problems (PC/Steam/Controller)

Using the Steam Controller currently; I have not yet tested using an XB1 controller.

Currently, certain configurations prevent Steam Overlay from working properly. This appears to be a bug and should be fixed.

- Origin In-Game is disabled

- If you try to launch from Steam Big Picture, Steam Overlay works.

- If you try to launch from Steam Desktop mode and *then* turn on your controller, Steam Overlay will work.

- If you try to launch from Steam Desktop with the controller already connected, Steam Overlay will not work and controller profiles will not load correctly.

    @mmullins7 Also, even if Steam Overlay is working correctly, xInput does not work on the launcher. Players using controllers must create an alternate mode to interact with the launcher if they do not want to pick up a mouse and keyboard.

    Yes, it does. It defaults to desktop mode, so you can use basic mouse functions in the launcher. I haven't tried in in-game. I assume because it can't load profiles that in-game would be a mess.
