    No problem 🙂

    With the last Retaliation DLC, BioWare decided to not unlock every character from the start like with the last DLCs, but only unlocked 4 of the 16 total and kept unlocking 1 new character every week, along with the weekly balance changes. As they are now going into a holiday break they decided to unlock the remaining 3 character kits that were missing from the total 16 they introduced with Retaliation.

    Edit: You might want to mark the thread as "solved" so that people who had the same thought can see that here is a solution.

No, they are not free, they are - just like every character over the last weeks - merely unlocked in the shop so you are able to get them in the usual packs (Reserve Packs have the highest chance). The blog never said you'd be given those for free, only that now the remaining three characters (instead of the usual 1 per week) would be unlocked so that now every one of the 16 new characters has been unlocked.

As darkfiy said, the Arsenal Pack only has a higher chance of unlocking weapons, this doesn't mean you'll always get weapons.
