I would hope otherwise. I'm not keen to have this game feel like Citadel, Council and Specter program returned. There are too many deja vu elements in the game already to add to it. I'd rather have original and first-time seen features, races and such in a completely new Galaxy. We are talking about a new galaxy, not really about something at the neighboring star system. It's lacking so much, imho.
Surely, having human ark on Meridian, a place where you can control Terraforming of many worlds, will build some sort of stress upon humans, I reckon.

If they are going to assign spec ops, which will likely be required at some point, they need to give them their own names and agendas.
No N7. No spectres, Give them their own names, agendas and rules instead of copying the milky way. Didn't most go to Andromeda to get away from the milky way?
That was always their initial intent, the nexus with the four Arc's connected was to be the galactic council, even with the event at the end taking place they only elected your person of choice to represent all of Helius needs temporary till they can form a proper election. So the foundation is in palace and would be surprise if they 180 the idea... Now while I agree that there was just enough homage to the original series without beating it over your head I still believe that it's logically necessary to have the Nexus represent as a beacon for all of Helius and have a council.
I don't see a problem with using familiar assets, ideas or structure as long as it fits the role... for example how old is the wheel, and it's still being used right? Now that doesn't mean innovation should be put to a hault, on the contrary, new ideas, new inventions, concepts should be introduced but in a logical fashion. Right now it's hard to know where they stand becauase the Nexus should of been completed, but with the scourge taking place and now Meridian escalating everything there whole timetable is f^#k up. So it's going to be interesting to see what the outcome will be after the dust settles. Keep in mind that even though our Milkyway peeps got things rolling in the Helius Cluster it's still the Angaras home turf, and it would be wise to have an outside checks and balance system that represents the benifits for everyone.
If you selected Bradly as the representative and then talked to him on Eos, you'll remember that he even said; he doesn't want to do this for long term and will relinquish authority.

I think there will be more angara-like folks. Living with Milky-Way races will bring a uniqueness about them, that will be considered by their makers.
The angara folk, as I see them, was design to guard Helios cluster, but their creators sort of couldn't really direct them properly due the Scourge. I think that other clusters are inhabited by other designated guardians.
Regarding the Citadel feeling, it's more like seeing everyone back again, and then they take over the whole aspect of the new Galaxy. As long as they get mixed with interesting new content logically, not forcefully, I'm ok with that. 😉
