Who do you want to see?
A lot of people are getting a fresh start in Andromeda, so who from the Milky Way would you like to see
Here are a few people I'd like to run into:

Human. She's a crime leader back in 1, but you can spare and convince her to be good. In ME2, she appears at Omega, 'helping', or so she wants us to believe. Given she doesn't appear on ME3, she might have come to Andromeda and really go the way Shepard shows her. She can be anti-Sloane-Reyes, trying to round up the refugees who strove for better lives without resorting to violence.
Krogan. Magnate as he is, affording a pass to Andromeda would feel like a good opportunity to rise with fewer competitors and keep going with his own plans. The last mention of his name happened in ME2.

Mr. Thax would be interesting to see, but Helena would be more fun, since she has interesting ideas on how to be "reformed". She has the skills to probably own the big chair on Kedara if she wanted to, probably by stealing the Collective from Reyes. And if you had a Dantius sister in the mix too the shadow games for control of exile territory could get very interesting indeed
Yeah, but given both Dantius sisters find their demise by Shepard's hands, better not to make these characters recurring. ^_^ I was thinking very carefully on all characters we find that don't make past ME2, but the few that got my attention were these two. The rest have news on ME3 of their whereabouts, or something.
- You save a Quarian from the Varren in ME2.
- You save a guy from throwing his life against the Archangel by destroying his weapon in ME2.
- Salarians making business behind Aria's back, also in ME2.
- Official Toombs from ME1, which has some mention in ME2.

Some of the discussions, especially revolving around the assault on Dantius Tower in ME2, indicate that there were more than 2 Dantius sisters, Nassana being afraid of her sisters taking a shot at her although Shepard already killed one of them in ME1
