Why shouldn't it be necessary to either give us the logical ability to do something or give us the logical reason(s) we cannot? That doesn't make sense to me. I mean technically it isn't necessary for anyone to do anything. By this standard, they don't have to release a bug free game.
But from the perspective that should be assumed, no, it should be required that something that significant make sense.

Reading what you wrote here, I can see how your interpretation of the events here would make sense but for me, this is a suspension of disbelief moment. What I mean is, there are enough indicators in my opinion that between your team and the other, you do clear the whole base. The problem here is (a problem a feel is common in this game) the developer and or writers want something to be and rather than logic it out, they rely on our suspension of disbelief a bit too much.
So we accept infinite spawns of whatever even though it makes no sense. So in this case, despite me truly believing the base would have been cleared, I accept the infinite Kett that seem to come from nowhere and I know this is solely because they want your escape to feel that much more epic and that much more necessary.
But regardless, as that cutscene indicates, you're the only one the remaining Kett are focused on and that is likely due to them having orders that the Moshae is more important than anyone else at the base.
So I disagree with your interpretation here, but find your interpretation a logical one and think it is possible you are correct.

Something that important definitely shouldn't be implied. This is especially true since the reveal of many other details would suggest a different implication. Even Jaal suggests we would be able to return.
Now for me, this is the same situation as how they kill Alec Ryder, where I can admit that I cannot think of a way to accomplish exactly what they wanted and have it make perfect sense to me.
Sure, I can think of how to kill Alec Ryder and have it make logical sense (or even better not do the cliche thing and not kill him and still have it make sense that he must transfer the Pathfinder role to you) but I cant really think of a way to do that and have him do it saving us.
Here, I can think of a way to where they cannot do both at that moment and it makes perfect sense, but cannot think of a way that makes sense that would prevent us from coming back almost immediately. In fact, SAM could have been ordered to create a sort of hidden backdoor into the shields and or allow him to shut the defenses down.
So to me, the easier solution would have been to allow us to break our word and have it affect something else later and they even have a mission or two that already works for that change.

Not really. You assaulted this base with how many Angarans and you just freed how many more? I would have loved a return mission to the base and have it be even more difficult by the way.
Anyway, no, it didn't make any sense. You broke the base using so few of the resistance and granted what that facility represents and what it does, they would actually likely want to send an even stronger force there and be sure to destroy that base.
