You're joking right?
I can make a number of them as pale as milk... You sir need to learn how to locate the skin tone options.
Choose Character > Custom > LOOK AT THE TOP MENUS

Technically he is not joking as I too found the same issue in the trial (could not make "milky white" the closest skin tone I could get to was similar to that of a light far eastern complexion.
Was not sure if it was monitor settings, gfx card settings or me just not fully understanding the menu.
All in all I found the character creation to be a bit funky as selecting the custom creation still defaulted to a pre-selected head type to modify, and I could not change the pre-selected head type (that is another issue anyway I will persist longer in the full game as didn't want to waste trial time).
While the OP has gone straight for the dramatic terms (seriously racist? bad choice of word!) I do wish to confirm that the skin tone and complexion options did leave me wondering if the was some cannon I missed that made it so white Europeans did not make it on to the ships. I admit the character creation is a bit clunky, you can double click on a preset to switch to it if that was one of the issues you had.
As for the light far east, I sort of fixed this with film grain, it adds a certain tone to the skin, turned it off and it's much clearer. Lets not forget that these people are all adventurers, they go out into the sunshine and fresh air, so they'll technicall all be slightly tanned 😉
I think you've just got to spend a little time playing about with all the setting to be honest, but going so far as to pull the racist card is a bit OTT in my opinion.

Agreed, the is another thread on here linking to a tweet from a dev saying it is a known issue but will not be fixed on a day one patch.
Ultimately I suspect it was an oversight, and will be fixed once the game becomes more stable, but pretty big oversight if you can not create the character your happy with from the get go (personally for me I don't mind too much, just found it bizarre) I think Ryder is supposed to be mixed, I am pretty sure the mother is the same no matter what, but yeah there are a couple white presets, but they are awful.

I can't get Ryder to look pale enough for blonde hair even on the palest setting - just ends up making her look like a fake blonde. I tried with my last Ryder on so many presets and gave up.

Palest doesn't look good. If you go with a .15 and a dirty blonde it doesn't look bad.

I wanted an actual pure light blonde character and hair for that Ryder but couldn’t do it. Can with Shep in ME, can't with Ryder. Pretty big over sight really. I'm not a big fan of dirty blonde. Actually I don’t even do blonde often, I just wanted it for this particular Ryder. Normally I prefer going with a firey red head or black / dark hair and suntanned skin. Really though, even the red hairs don't all look good with the avail skin tones.
[Edit] admittedly I am super fussy with character creation, its even a running joke around here when I start a new game that I wont actually be playing it until a few hours later. I have a specific look in my head and keep tweaking until I get it. Grumble and growl profusely when I can't.

I dunno exactly what the look was you were going for but you might try an "9" (or an "8") style face with .15/.2 skin tone and some blondes out of the third row.
I like the profile check. I can't tell you the amount of times I immediately restarted ME1 because the nose or cheekbones were out of control.
Cora has a very 80's punk rock hair cut. Seriously, you do realize that in battle, short hair is an advantage, especially if you have to cram it into a helmet? Heck, every girl that has been in a street fight knows the one with the long hair is at a disadvantage.
