@Ventilata Hey just to verify, when you log into ME3 you can see MP progress, but no actual characters you had already? Does it look like it started over a new or like you never played MP at all?

Thank you for your reply. When i log in to ME MP i still see my correct leaderboards N7 and challenge points, but within the characters i see only the basic ones and even with these characters there is that Promoted times icon missing, also on the selected character's equipment, the gear bonus is grayed out.
I will try to add some photos. Luckily i did a photo of my full list of characters when i logged in and sent to a friend that we can jam again. But the next day they were gone. So the first picture is showing all the characters available, the next picture will be the current state.

@Ventilata Okay yeah thank you. That sounds like a desync in the account itself and not the console since you can see the other data. Can you log in to this site here and choose the platform if you see it, reset the EA password, and then follow the steps on the site to sync up the account again?

@EA_ShepardHello again. Thank you for the provided solution. Unfortunately it did not help. I will write down what i did. Maybe i misunderstood a step that was required to do.
1. I logged normally to the N7 headquarters page. I had my credentials stored so it automatically logged me in.
2. I logged off
3. Clicked again to log in, selected, i forgot my password, i got the code, i wrote it to the login page, changed the password and logged in.
4. Went to the N7 HQ page, selected Support and on the bottom of the page was a clickable link to resync the account for the
Galactic Readiness Map.
5. I got a msg on the page saying: Your EA Account profiles were updated and if found new profiles were linked. Look below for links to view your Mass Effect 3 multiplayer data.
6. I started the game, but i still can't see the characters.
7. i did again reset my password
8. manually changed it in the EA account
9. when loggin in to the N7 HQ i clicked on the Xbox icon, allowed the connection to my xbox live
9. clicked again on the link as on step 4
10. started again the game, still the same results.
Is there anything else i can try to do ? For example unlink my xbox live account in the EA account page ? I just want to be sure not to loose my progress in the game so i rather ask before clicking on something 🙂

I don't think it is a sync'ing issue. It is just that the DLC are not being seen by his current XBOX One. This is exactly what it looks/behaves like when the DLC is not installed. It doesn't show any of the non-original characters, it doesn't show the bonus gear slot (which was introduced with the first DLC). None of the challenges can be progressed (since they came with Retaliation DLC), but that doesn't erase the already existing progress (which can be seen in N7HQ). So all that stuff is "sync'd", it's just that his XBOX one install does not see the DLC as being installed.
At least that's my read.

@DoctorDAM It may not be a sync issue but the main issue is that there isn't a way for us to force that info to show on your end. You can wipe the game from the One, and do a handful of steps for the console, but it will be a trial and error with steps. If it is only that one console, then it could be mismatched data, or a bad install or corrupted files. Unlike a PC, console can only have so many reasons or steps you can do.
