@Ventilata Okay yeah thank you. That sounds like a desync in the account itself and not the console since you can see the other data. Can you log in to this site here and choose the platform if you see it, reset the EA password, and then follow the steps on the site to sync up the account again?
I don't think it is a sync'ing issue. It is just that the DLC are not being seen by his current XBOX One. This is exactly what it looks/behaves like when the DLC is not installed. It doesn't show any of the non-original characters, it doesn't show the bonus gear slot (which was introduced with the first DLC). None of the challenges can be progressed (since they came with Retaliation DLC), but that doesn't erase the already existing progress (which can be seen in N7HQ). So all that stuff is "sync'd", it's just that his XBOX one install does not see the DLC as being installed.
At least that's my read.

@DoctorDAM It may not be a sync issue but the main issue is that there isn't a way for us to force that info to show on your end. You can wipe the game from the One, and do a handful of steps for the console, but it will be a trial and error with steps. If it is only that one console, then it could be mismatched data, or a bad install or corrupted files. Unlike a PC, console can only have so many reasons or steps you can do.- 3 years ago@EA_Shepard Hello.
I tried to uninstall the game and the DLCs. This same thing happened on my newest series X, also on the old One S and now on a older One X. It's always the same problem. One day i am able to play, to see all the installed content.. then on the next day all the stuff is gone, even i still see it installed. It started when i installed and played the new Legendary Edition. What else can i try to do pls ?- EA_Shepard3 years ago
