Might be kind of a stretch but this last resorts stuff. Try getting internet from PC laptop or phone tethered to your ps4 either using hotspot, bridge, wired or wireless, vpn or not and see if it can bypass your situation...
Or go to friends who has a ps4 and Nba live 2019 working log into your account, get all updates then make a full backup of just nba live 2019 game and the saved data and restore full game and save data to your ps4 using a USB hd. Using backup and restore for full game and applications saved data management for your saves if your on ps4.
Or get a new hard drive either a USB external and try to install the game on that hard drive see if that's the problem. Maybe your hd has bad sectors and can't read past a certain position. You can always get a internal slim hd 2tb for console if that is the case. You might just have a portable hd that you have lying around with enough space to install your nba live 2019 game and see if it can get past the updating issues that way.
It's either internal like hd or external like internet, router. Game works fine for me. Don't know it matters that I have had it since September 2018 with all updates installed. I did have a ps4 crash back on November that I had to reinstall system firmware and redownload all games and Nba live 2019 installed fine. Had my backup saved data and injected it back to ps4 and it all works and is stable.
I can't stress enough to do a rebuild database from time to time to Defrag ps4 hd and fix speed and issues.

Or used a VPN running off your laptop and either doing a wired or wireless connection to your console to be on a VPN playing.

All these methods are a bit of a hassle since it's much easier to just plug in a cable to your console or just use wifi but, it another way of testing to see if it helps with your connection to EA server by porting the Internet through another device to your console.
