Ad Hoc on PS Vita for NFS Most Wanted

I contacted EA support in chat for help and also PSN for support. The game is listed as supporting ad hoc in the ps store. I couldn't find it anywhere and mainly downloaded it for the ad hoc local multiplayer. I already own it on PS3 and just wanted to be able to play a quick multiplayer match with my friends and relatives here. The EA support rep said I had to contact PSN to get it activated and PSN said the opposite. 

If it's active can someone tell me how to reach it?

If not can it be activated?
And if it can't be activated can I delete the game for a refund?
