I have the same issue. I read that changing speedlist would solve the problem but the only option I can choose is Grand Tour.
This is a real pain since it takes about 12 min. to finish the race and I did it twice now.

Once you've done world tour you've completed the game as a racer. Your option then is to complete all the other speedlists which you have not yet done in order to unlock the liveries for the cars. Some liveries says that it need 3x lvl 17 speedlists to unlock, that means you have to do all three available speedlists to unlock the liverie. For a cop it will unlock either the undercover version, enforcer or the standard cop version of the car.
You can freely select what kind of lvl mission you want to do next from the career overview in the main menu. However, it's not possible to select another lvl speedlist if you already haven't completed one on each level up to lvl 20 when you "beat the game".
