Cant find any decals

Hey. I have a simple question about wraps. I almost completed half of the storyline but still i cant put decals on my cars because there is no decals in my garage. Is there quest to unlock decals? There is no information on decal tab in the edit wrap page, i can paint the cars as i like but decals page is just an empty page. i watched the wrap editing videos on youtube and they have full of decals. What am i missing? I cant find anyone having the same problem like me. Please help.
