Can't get downloaded Need for Speed Rivals to play on PS4

I can't get Need for Speed Rivals to work on my PS4. I downloaded my copy of it today from the Playstation Store. I can load the game and even get into it. I first chose cops. Loaded my garage and exited the garage with my selected car. When it tells me to begin by pressing R2 nothing happens. Every button will work other than the one that commands my car to move. I thought it may be a controller issue but it's not. I changed controllers before I realized that if I open the map the R2 button still works to navigate the menus. I uninstalled and re-downloaded the game and ran into the same issue. On a final note: yes I'm holding R2 down.
