Cant join my friends game "server is full"

I am having same problem but I am the host of the party. Only me in the lobby and I try to send invite and friend doesn't get them. Tells both of us that lobby is full even tho its not! Fix plz there is no way there is a full lobby when its only me there and its on the friends setting
