Companion app and speed

I have the game for both PS4 and Xbox One and was wondering if I could link the companion app to both without cross save. Also, I started the game on Xbox and after selecting my first car it seems to be stuck at about 25 mph. Is that normal?

    If I'm not mistaken this is not possible, progress can only be linked to one account.
