Complete DLC pack?!?!?!?

I found a complete DLC pack which contains all the dlc (ultimate speed, terminal velocity, nfs heroes and movie legends) for 0, thats right, 0 microsoft points.  I try to download it, and my console says it downloaded, but nothing happens.  Is this a scandal?  I would like some answers as soon as possible
