No that means how many car you've fully upgraded (not including drift tired, ram chassis, and jump nitros.) So theres 63 cars in total, the max number you can get is 63. Hope that helps.

Are you sure because the gold part on the side of the license plate has the concours level and mines on 1 and I see a lot of people with larger numbers and I think that's how many times they did concours.
