Constant Lag/Freezing

When I'm playing if any of the following happens my game freezes for 1-2 seconds:

Someone joins/leaves the game

Police chase starts, cooldown starts or I end the chase.

I receive an in-game call and sometime message

This is get more frustrating as I complete the harder missions. I'm now on to the outlaw missions and every race has several police chases. This means I'm losing around 6 seconds per pursuit that is triggered and this stacks up to over 30 seconds in some races! (This makes doing any of the time attack races impossible).

I've looked everywhere for a solution but can't find one. I've found a video of someone with a similar issue:

I've tried a repair install and this has not fixed anything.

i5-4690K

GeForce GTX 970

16Gb RAM

Game is also running on an SSD (Windows 10 Pro)

Lastly, I've seen several users state that an Asus GameFirst app caused fps issues on their system. If you have the app, try turning it off.

This game is pain in the *. I have similiar issues, before the update i can manage to play without lags and freezes but i don't know how because sometimes works good sometimes with freezes. Now after he update is always freezing and lags ☹️

I've got same problem, but only on my laptop (desktop PC runs fine).
My config on notebook is :
i7-4870HQ @ 2.5Ghz
16 Gb DDR3
Geforce GTX980M 4Gb DDR5

The game is basically unplayable at this point for me ☹️

Nothing found till now. I did try all graphic options, nothing changes :-( I hope too to get an answer from the developpers.

I'm still yet to find a fix for this and until I do I can't play.
If there is no fix by the end of next week I will be calling for a refund.

Again the only solution for me is run the game windowed and ONLY put in fullscreen when is ready to play in the map sometimes i even wait longer and play windowed . After that i can go back to the garage in fullscreen

game lag's really bad when im burning out or going high speed and drifting around corners. very frustrating have lost many races due to it. i have tried changing visuals to lowest settings still happens..
specs:
gtx 680 sli (liquid cooled)
asus rampage iv extreme (liquid cooled)
3930k (liquid cooled)
64GB corsair vengence
240gb corsair gs ssd
router: asus RT-AC5300

@barcielx : thanks for you solution, but it doesn't work for me :-(
Even in windowed mode, I've got lags as described before.
