I've tried for a long time now to get into my cop garage. But every time i try it freezes. I can move the camera around. I can't back out of the menu, i can't select menu options. All i can do is ALT+F4 and restart the game

No im not. And its happned on two separate computers
Try reinstalling your game on a different drive. Also, try lowering graphic settings.

Problem is i have the PC it is quite beefy and the rest of the game runs smooth as butter
