Your screenshots are not identical (although quite similar), are you just expecting there to be a more pronounced effect?
I realize my screenshots aren't fantastic, but I wasn't really sure how else I could show this.
The smoothness slider is locked on 100% on the decals even when I'm actively moving the slider left and right in the advanced decal material settings, usually when it's turned down the decal loses reflectiveness and diffuses more light, and at 25-0% smoothness (which is what the satin and matte effect are), it should not reflect at all.
In this screenshot I include now, the majority of the car has a base paint in the matte effect. This is how matte should look. The front quarterpanel has a decal applied to it with the same material settings, yet it appears much more shiny. I realize there can be a slight difference between base paint effects and decal effects, but this difference is extremely drastic and I am absolutely certain this is a bug.

No problem. Bug reports are used to report game specific issues that are usually up to us to fix whereas tech issues are more general problems that players can often fix themselves.
