I have the same exact problem as you. I've tried reinstalling the game and also deleting my save files. Didn't work.

Summarize your bug During the races there is supposed to be dialog between the main characters, but there isn't any in my game. I know there should be based on youtube videos of the same exact part of the campaign, and they do have character dialog during their races.

Steps: How can we find the bug ourselves? Play the game, you'll notice that the dialog is missing.
What happens when the bug occurs? There is no communication or dialog between the main characters during the races. Dialog in cutscenes is working perfectly fine, and other ingame sounds also work during the races.

Also the dialog in cutscenes is working. Just not during the races.
