I had the same issue. All I needed to do was right click the Origin icon and 'Run as Administrator' and the problem was solved

Can you try installing the game to the default Origin location. Set your downloaded games location to default via the Origin menu, Application Settings, Advanced:

If you are using Windows Defender in Win 10,
go to Virus and threat protection -> Virus and threat protection settings -> Controlled folder access. Turn it off or allow NFS13.exe from your NFS installation directory access to protected folders. You can provide access using 'Allow an app through controlled folder access' and selecting the relevant app.
