Flickering reflecting textures

Was the car your own build or downloaded from the in-game community? Personal Build
What was the last event you played? Doesn't matter which event this happens everytime. I restarted the game, reinstalled the game, reinstalled my graphics drivers even tho this occurs only in this game nothing makes it better or worse. Tried all graphics settings from low to ultra, through custom etc. One important note, my resolution is 3440x1440 100Hz.
Was it a day or a night event? Day Event
How often does the bug occur? Every time (100%)
Steps: How can we find the bug ourselves? Check the video, honestly not sure.
What happens when the bug occurs? The metallic reflection parts in the video as you see loose reflection and turn solid grey color. After a while it comes back to the correct metallic texture. All resolution, all cars, all evens, all times (day, night) and only in this game. All other games are fine and I see not even similar behavior.
What do you expect to see? Not flickering reflections that's for sure.
LINK A video I made of the bug. The same behavior is present on all cars, different parts (sometimes it's the rear bumper, sometimes the read windshield, sometimes the side skirts, rarely even the roads themselves with their reflections during rainy weather).
This is the only game I see such behavior: Anthem, Crew, NFS Payback, Metro Exodus, Gears 5, Shadow of the Tomb Raider... they're all just fine.
