Frame Rate Drops in NFS Most Wanted PC

I'm wondering if this is normal... my frame rate drops to the low 20s sometimes evecn 15 in certain scenes but usually stays around 25-35 and in some areas goes up to 60fps

I am using MSI Afterburner for resource monitoring and fraps for fps.
I think it has some bug with GPU and CPU usage.When in city the GPU usage is around 30-45% and CPU is always around 45-55%
BUT when i get out of the city driving some highways it climbs up to 60-75 GPU usage and solid 60 fps!
That GPU usage should be opposite like.. 70-80% in city and 30-50% highways and outskirts.
