Frame Rate Drops in NFS Most Wanted PC

I'm wondering if this is normal... my frame rate drops to the low 20s sometimes evecn 15 in certain scenes but usually stays around 25-35 and in some areas goes up to 60fps

im getting unplayable studdering with a pc that is well beyond recommended specs!
Platform - PC Windows 7
GPU - GTX480 4 Way SLI (Game even studders with SLI OFF in single card mode)
16GB DDR3 2133MHz
SSD Raid
Intel i7 3820 @ 5.2GHz
I should EASILY be able to handle this game. I can run Battlefield 3 with max setting and still get 150 fps uncapped! Please help!
