Frame Rate Drops in NFS Most Wanted PC

Hi Everyone, I'm wondering if this is normal... my frame rate drops to the low 20s sometimes evecn 15 in certain scenes but usually stays around 25-35 and in some areas goes up to 60fps im wond...

CPU: AMD phenom II 945 @3.4GHZ(overclocked)

Ram:8 gigabytes dual channeled

GPU: AMD 6970 2 gigabytes VRAM

game goes from 60fps in mountains/outside city, down to 25-20fps in city/harbour area, doesnt matter the setting really.. there is no way EA could not have noticed this before releasing it. what a disappointment.
