Frame Rate Drops in NFS Most Wanted PC

I'm wondering if this is normal... my frame rate drops to the low 20s sometimes evecn 15 in certain scenes but usually stays around 25-35 and in some areas goes up to 60fps

My syetem specs are ..
AMD FX-6150
CROSAIR VENGENCE 8GB @ 1800
AMD SAPPHIRE RADEON HD7950 FLEX EDITION
Win7 Ultimate 64-bit
FPS is low 15 to 60 i guess depending on some areas or positions or i guess maybe certain event
Graphics settings..
ALL HIGH
