Frame Rate Drops in NFS Most Wanted PC

I'm wondering if this is normal... my frame rate drops to the low 20s sometimes evecn 15 in certain scenes but usually stays around 25-35 and in some areas goes up to 60fps

Here's my specs:
Windows 8 64bit
680 gtx
I7 2600k
Running @ 1080p
My rig hardly struggles to play any game, but this game it doesn't know what to do with the very bad coding.
Mine runs like absolute, frame rate drops to 15 sometimes, my computer should be able to run this a 100 fps + with everything maxed out.
I feel once again this wasn't properly checked on any pc, no wonder my uncle left EA and went to Codemasters! Then again F1 2012 has had 11 patches so far for the pc!!!!!!!!!!!!!!!!!!!!!!!!!
If refunds were available for shuddy games, EA wouldn't release these games in such a bad way!
Fifa 13 comes to mind!!!!!
