Frame Rate Drops in NFS Most Wanted PC

Hi Everyone, I'm wondering if this is normal... my frame rate drops to the low 20s sometimes evecn 15 in certain scenes but usually stays around 25-35 and in some areas goes up to 60fps im wond...

Documents\Criterion Games\Need For Speed(TM) Most Wanted  change config. edit LockTo30=true. steady 30fps is better than 20-60.

I want to play at 60 fps not 30, so buy a pc

why not buy more to ea  ($$$$$$$$)
