Frame Rate Drops in NFS Most Wanted PC

I'm wondering if this is normal... my frame rate drops to the low 20s sometimes evecn 15 in certain scenes but usually stays around 25-35 and in some areas goes up to 60fps

working on the settings I managed to get 60 fps in every situation .... the problem is the stuttering that occurs randomly (drops from 60fps to 59 and then back to 60, creating stuttering)
spec:
MB - Sabertooth Z77
CPU - i5 3570K
GPU - Gigabyte GTX 670 OC
RAM - Corsair Dominator Platinum 4x2gb 1866

This framerate issue will be resolved when everybody with descent gaming PCs will no longer stutters or have fps drops (below 60fps) anywhere ingame...
Unfortunately, this is not the case.
