Frame Rate lock?

Electronic Arts,

I have been playing Need For Speed Rivals since I received it upon preorder. Since that time, I have tried many attempts to make the framerate/fps increase to make the game enjoyable to play. The game seems to be locked at 30fps while most other games are set to play around 60fps. After searching online about why this could be happening and seeing that my laptop is far above the minimum requirements for the game to play at it's regular speed, I found that many other player encounter the same problem. If there is a patch or any chances that a patch would be concidered, it would be appriciated to know if I should wait for something to make my game run properly or to move on to other game series. I have purchased and preordered many need for speed games in the past and this is not the quality that I would expect from a game series that has had this much of a following.
