GPU 100% + CPU 70% Usage RTX 3070 + Ryzen 5600x

I currently have an RTX 3070 Founders edition and a Ryzen 5600x, Monitor is an iiyama G-Master 2560x1440p 144hz. When playing this game in either windowed, fullscreen or borderless mode the GPU usage...

If you don't want the GPU to be fully utilised to give the highest frame rate possible as they're designed to, then you need to limit the frame rate to something like 30 or 60 FPS.
