How are some Racers so fast?

I have 8 400+ cars in my stable. On the Resort Track my best Time is 1:37:00 yet I have been beaten by other drivers with times like 1:30:00. So I'm wondering how they gain an extra 7 seconds over me...

@Wireworm5 Old problem of OP rubber-banding racers.Devs perfer to use rubber-banding's super fast AI to make event hard/exciting.

EA has been plagued with Rubberbanding in many of the NFS games since day one as I recall.
