How do I change from automatic to manual in the PC version?

I found it if anyone else is wondering. 

You have to go to your garage

select the car you want to drive

go to "Handling Tuning"
and scroll all the way to the bottom of the list.

what a strange location.
most games just have it in the settings menu under control or gameplay.
