Yea, I've done this about 10 times, and it does not work.
I've even deleted the entire criterion file, and it just loads the game I've already finished.
I found this working solution in another forum:
- Go offline in the ea app (3 dots upper left corner)
- delete local save files C:\Users\**you**\Documents\Criterion Games\Need for Speed(TM) Hot Pursuit Remastered (or move to another folder for safekeeping)
- start the game. accept eula etc.etc.
- exit game
- go online in the ea app
- restart the game
