This may be an old thread but as it seems there has been no changes made in a year I feel more voices speaking out on this upsetting mechanic can only help in the future.
I bought this game now as it was discounted, after playing it I will never buy a NFS game without making sure these annoyances aren't part of it.
This is a game, it is supposed to be fun, common sense dictates the fun is in the CHASE AND ESCAPING not getting caught every time which means you are losing every time.
It seems like no one took the time to test. it's easy to see the cops are too aggressive, they can too easily box you in, they are too fast, they are too much stronger than the player, and the player is so weak they can not easily knock cops away and even when trying only do massive damage to themselves.

NFS Heat was designed in mind for those who wanted a harder cop event.
Sadly the game starts off very hard to the point of frustration for many players when a person first plays the game.
The good news as you reach level five the game gets easier with these cop events.
The 50 total levels in go by very fast in my opinion after level five.
