This is nearly completely untrue. First and foremost, you need to be Level 50 to unlock Ultimate parts. You can check this (if you are sub-level 50) by going into the map and hovering over the Heat races. They will show an "E" for Elite in the rewards, as opposed to the "U" for Ultimate once you have Level 50.
You do not need a Heat level to start a race, if someone else (in your party or game) initiates the race.
You will receive a part if you finish in the top 5. You do not need to finish first.
@ColAvalanche311 From my experience it seems pretty accurate. If you start a heat race and you dont have the same level of heat as recommended you wont get an ultimate part youll just get the cash and rep reward.
You could be right about not having to come 1st out of the ai’s but I havnt really given them the chance to win any.

Again, this is not true. You can have Heat 0 if you enter a Heat 5 race (someone with Heat 5 initiates it and invites you), and you will still receive the part as long as you finish top 5.
This isn't an assumption or a myth, it's been tested extensively and seen countless times. I have boosted many people to Level 50 and full Ultimate+ completion, and this is 100% accurate.
