As far as I know, the highest level is now 70. But what if it would be infinity? I have already seen people in gameplays saying they can't gain rep. And, despite having issues with Most Wanted 2012, I hit 40 million rep, and would have liked to keep getting more.
The problem with high level would be that there would be cheaters trying to get high levels. Cheaters will cheat anyway, but the probability of cheating would be higher if there was a prize at level 100 or 500. But, there does not have to be a prize, just, people who want their rep to count, can keep going.
I forgot to mention, in my ideas, Yumi drives 2010 Subaru Impreza WRX STI with Bushido's wrap, Samson drives 1970 Plymouth HEMI 'Cuda with 21st Street Crew wrap, Nikki drives 2005 Ford GT with Stacked Deck wrap, and Cross drives 2013 Chevrolet Corvette C6 with Cross wrap.
When I played Carbon, I never changed wraps for Yumi and Samson. Actually, I drove RX-7 with Bushido wrap until unlocking Corvette.

Mileage counter would be a nice add, in Most Wanted 2012, I drove 1500 kilometres in Lamborghini Countach. Also, The Crew has some achievements related to mileage, including specific ones, like drive a white car for 16 kilometres at night. And, overclocker, which means driving any car for 8047 kilometres. Which I did with Nissan Skyline R34, the other two closest cars have around 3000 kilometres.

Someone in suggestions suggested drag strips. Airport map extension would do that. Also, grouping vinyls helps a lot, but there could be an option to save your own vinyl group, since you might want to do a pattern where you want to use striped squares and rectangles, each containing 10 stripes.

There's a way for you guys to introduce more aggressive police chases for those that desire a bit more Outlaw play style.
Right now the police are an outright joke - I can lose them in 5-15 seconds if I really want to. Theres no persistence, and you literally have to toy with this kinda stupid, slow single AI vehicle for 5-10 minutes before your fine is anywhere near high enough. This bit isnt fun, having to slow down to this crawl to keep your score going up.
Make the police more common, and just as easy to lose. However, should a chase be maintained any longer than 30-45 seconds, begin to quickly raise the Heat levels, add up to a 4 car chase and more persistent, faster, smarter police. This gives a gameplay balance wherein players can opt to blast past police, effectively ignoring them, but those who want a chase can quickly get one started and get up to the higher tiers and face a greater challenge.

Oh, and you'd have to tweak the police chase music to start when the player hits Heat level 2. Christ it got annoying having the music stop-start-stop-start-stop-start for 15 seconds of chasing. I just had to turn it off in the end cause its a bad experience.
