iOS need for sped most wanted

in app purchase did not download on my iPad but i was charged i have reset iPad 3 times and synced to iTunes several times what do i do

Have you tried the "Restore Purchases" option inside the app itself?

Where is this option? I can't find it for the life of me. Logged in with my origin account and my sp and achievements are there, no car or wallet though.
