You know ever since i start playing the need for speed games it was because of customization for me. That was a major part of its attraction and target audience. Not long after more games followed suit. It was in the time early 2000s ( give or take ) that car customization made a strong come back and tuners and such were all the rage. The first Fast and Furious cashed in on this as well. So in my opinion saying Need for speed payback isn't about customization isn't true really . Saying it isn't racing isnt really true either That is the beauty of this game, it gives those who want to "race" an out let as well as it allows us casual customizing addicts and collectors a place to create our dream rides and run free . I and am sure many others play this game for a bit ot of everything.
Games like Project cars 1 and 2 , Iracing, Assetto corsa , GTR , GTR 2 , Race On and many more are the pure simulation racing genre. There really isn't any purist customization in those games outside of mods as it is pick a livery and thats that. I have had many years in Sim Racing and that is a true racing game class over any Forza ,NFS or other related game . NFS Payback isn't a sim nor does it claim to i know, it is a arcade game that gives us events and such to drive our own creations in a virtual world. Thats why I like it , it is a little bit of everything not just one thing.
