Missing car in Need for Speed Heat

Okay, so we have the 1969 Dodge Charger R/T, the Dodge Challenger, the cops have the 2013 Dodge Charger SRT8, but the civilian 2013 dodge Charger is not available but only as a PC mod? You see my issue? As a Mopar fanatic and enthusiast, can you explain why the PC version of Need for Speed Heat gets the SRT8 Dodge Charger but not for console version?
